Euroguidance Network webinar: Qualifications Framework and Accreditation of Competences - Implications for Career Guidance

The webinar is organized by Euroguidance centres in Portugal and Spain and it will take place on May 14th, 2025, at 11:00 a.m. CET (duration: 90 minutes).

About the topic 

The vocational training systems represent a clear governmental commitment in Spain and Portugal to achieve the labor insertion of people with a multitude of possibilities to do so. The existence of competence accreditation processes completes the possibilities of a system that must adjust and recognize people and their professional trajectories, as well as the recognition of professional qualifications and their implications in training and the consequences on present and future jobs. 


Meet the Speakers  

  • Teresa Duarte, Portugal 

Teresa Duarte has been working at the National Agency for Qualification and Vocational Education and Training (ANQEP, I.P.) since 2009, in the National Qualifications Catalogue Department. She participated in the origin of the National Catalogue of Qualifications, namely in the design of a qualification’s methodology based on learning outcomes. She participated in the referencing process of the National Qualifications Framework to the European Qualifications Framework for Lifelong Learning. She has been a full member of the European Qualifications Framework Advisory Group (EQF AG) of the European Commission since 2012. She has participated in several national and international project teams/working groups in education and training. She holds a graduation degree and a master's degree in Sociology from ISCTE, and before joining ANQEP, she worked, among other bodies, at the Institute for Innovation in Training (INOFOR) and the (current) General Directorate of Education and Science Statistics. She has several publications and communications in education and training. 

Presentation: The National Qualifications Framework and the use of learning outcomes 

Developed within the context of reforms aiming to raise the qualification levels of the Portuguese population, the National Qualifications Framework (NQF) responds to the need to integrate and coordinate qualifications from the various education and training subsystems (general education, VET, higher education, and those awarded through the validation of non-formal learning) into a single classification and the need to promote lifelong learning. NQF was legally adopted in 2009 and comprises eight levels that are defined based on learning outcomes, aiming to shift the focus onto what a learner knows, understands and can do after a learning experience, rather than focusing on learning inputs, such as the duration of a learning experience or the type of institutions. This presentation intends to present the NQF, focusing on the added value of this approach, their link with other instruments (like the National Catalogue of Qualifications) and showing the importance of NQF and these instruments for career guidance. 


  • Laura Ferri, Spain 

Laura Ferri is Head of the Lifelong Learning Service since 2023, at the Spanish Ministry of Education, Vocational Training and Sports. Previously Head of the Research, Digital Culture and European Programs Service at the Valencian Government. More than 17 years of experience as a Vocational Guidance and Training teacher in a VET school and 3 years as a career counsellor in employment services. Currently member of the Spanish National VET Team. In the recent past, he has led the European Quality Assurance in Vocational Education and Training (EQAVET) project in Spain.

She has a wide experience in supporting training processes to favour the labour insertion of people and the possible itineraries to be built. She leads other projects related to the promotion of adult learning, as well as initiatives such as EPALE Spain. It is now actively involved at the national level in the creation and management of basic skills accreditation processes.

Presentation: Process of accreditation of professional skills 

Laura Ferri will be looking in depth at the possibilities of the Vocational Training System. The processes of evaluation and accreditation of competences are one of the less known possible entrances to the vocational training system, which, due to its flexible nature, responds to other needs of people beyond the possible training offers provided by the vocational training system. These actions improve people's chances of entering the labour market, taking into account the perspective of lifelong learning processes.
